David Tuomala is a Vice President in the Risk Management and Insights practice of Optum Advisory and Insights. He joined the organization in 2007 and he works on pricing new and existing individual and group benefit plans, analysis of new state and federal laws and regulations, and Medicare Advantage plan pricing and analysis. David currently assists clients in testing for compliance with the federal Mental Health Parity Act. Since 2009, he has led our practice in responding to client needs around the changes resulting from the Affordable Care Act. He has previously been involved with Optum’s support for the Health Care Cost Institute (HCCI) program and currently leads the actuarial team responsible for data quality and validation. He was also involved in the development of the methodology and data quality aspects for the Guroo price transparency tool developed by HCCI.

David has more than 30 years of experience with plan design and pricing, individual and group pricing and experience analysis, rate filings, and state and federal health care regulation and legislative initiatives. David previously served on the Board of Directors of the Conference of Consulting Actuaries, the Individual and Small Group Committee of the American Academy of Actuaries, and spent more than 13 years in various roles on the group health examination committee of the Society of Actuaries. He continues to serve on a number of committees for the Conference of Consulting Actuaries and was named their most valuable volunteer for 2021. He has been a frequent speaker on health topics for meetings of the Society of Actuaries, the American Academy of Actuaries, the Conference of Consulting Actuaries and other industry groups..

David has a BS in Mathematics from the University of Minnesota’s Institute of Technology, is a Fellow of the Society of Actuaries, a Fellow of the Conference of Consulting Actuaries, and a Member of the American Academy of Actuaries..
