Leonora Kwan joined the Internal Revenue Service as the Gulf Coast Area Actuary in 2002. She serves under the Employee Plan Examination Division and is also a member of the Emerging Issue Team (EIT) where she assists in various focused defined benefit plan projects in addition to reviewing examination and determination cases. Ms. Kwan was previously employed in the pension consulting field for over 10 years.
