Responsibilities

Paul is a Senior Vice President in Aon’s Health Solutions practice and Aon’s Retiree Healthcare Actuarial Leader.


As Aon’s Retiree Healthcare Actuarial Leader, Paul works with many of Aon’s largest clients on retiree healthcare strategy and the evaluation of alternative approaches to retiree healthcare benefits, including the impact of the Inflation Reduction Act and recent payment rules affecting Medicare Advantage plans and Medicare Part D EGWPs. Paul is a member of Aon’s Retiree Health Care Steering Committee which is responsible for retiree healthcare client penetration, innovation, and go-to-market strategies. The committee owns retiree strategy consulting content and direction for the firm. In addition, Paul serves as the chairperson of the “OPEB Valuation Qualifications and Assumption Standards/Review Committee” and is responsible for Aon’s Retiree Healthcare Modeling Team.


As a health plan actuary, Paul and his team provide valuation and consulting support for active and retiree health plans, including calculations associated with health plan pricing, plan redesign and IBNR analysis for some of Aon’s largest clients. In addition, Paul has done a significant amount of work on strategy, communications and actuarial calculations related to Medicare Advantage, Medicare Part D, Retiree Exchanges, and retiree health plan redesign.


Experience


Paul first began working in the industry in 1994 when he joined Aon. He has experience working with public and private sector clients ranging in size from 50 participants to 400,000 participants. Paul has worked extensively on health plan pricing, reserving and design as well as GASB 74/75, ASC 715-60, ASC 712, and postretirement health VEBA funding. He was also selected for two years to work exclusively on AT&T’s HR Mergers and Acquisitions Team, during which time he provided actuarial consulting to the team, performed due diligence, and assisted with the negotiation of M&A deals. He has also been involved in large corporate divestitures and the transfer of billions of dollars of plan assets in conjunction with the restructuring of pension and postretirement benefit obligations.
