Bruce J. McNeil is considered one of the country's foremost experts in the area of executive and deferred compensation. Mr. McNeil testified as an expert before the United States Senate Committee on Finance on executive compensation matters during the hearings regarding the Enron Corporation. He also testified before the ERISA Advisory Council of the Department of Labor as an expert regarding executive and deferred compensation matters. He was appointed to serve on the U.S. Department of Labor's Advisory Council on Employee Welfare and Pension Benefit Plans by the Cabinet Secretary of Labor, Elaine Chao. Mr. McNeil was selected by the Plan Sponsor Council of America (the "PSCA") to lead meetings with Analysts with the United States Government Accountability Office (the "GAO") where the topic of discussion was non-qualified deferred compensation plans. The meetings were spurred by an inquiry made to the GAO by Senator Bernie Sanders (D-VT). Mr. McNeil was also asked by Analysts with the GAO to meet with them as an expert in the employee benefits area to provide analysis with respect to the nature, trends, and concerns arising from corporate restructurings and the implications for employee pensions. The meetings were the result of an inquiry made by Representative Robert C. Scott (D-V A). He was also asked by Analysts with the GAO to meet with them as an expert in the employee benefits area to provide information and analysis on retirement plan cybersecurity and plan fiduciary implications. The meetings were the re1sult of an inquiry made by Senator Patty Murray (D-W A). Mr. McNeil is the author of over 40 books, including the 1994 to the present editions of Nonqualified Deferred Compensation Plans, published by Thomson Reuters, several editions of· Tax-Sheltered Annuities Under§ 403(b) and Nonqualified § 457 Plans, published by the RIA Group, Employee Benefits in Mergers & Acquisitions, published by the RIA Group, and 401 (k) Plans: A Comprehensive Guide, published by John Wiley & Sons, Inc. Mr. McNeil is a Fellow of the American College of Employee Benefits Counsel and is the Editor-in-Chief of both the Journal of Pension Planning & Compliance and the Journal of Deferred Compensation: Nonqualified Plans and Executive Compensation, quarterly publications published by Wolters Kluwer and distributed nationally. He is also a Contributing Editor to the monthly publication, 401 (k) Advisor, published by Wolters Kluwer.
