Fred Kilbourne is a graduate of the University of California at Los Angeles where he majored in mathematics. He is a Member of the American Academy of Actuaries and of the American Society of Pension Professionals and Actuaries, and is a Fellow of the Canadian Institute of Actuaries, the Casualty Actuarial Society, the Conference of Consulting Actuaries, and the Society of Actuaries. He has been a member of the Board of Directors of several of those organizations and was President of the Casualty Actuarial Society and the Conference of Consulting Actuaries. He was a member of the Actuarial Standards Board for six years and was Chairman of the Task Force charged with a Critical Review of the US Actuarial Profession (CRUSAP).

Frederick Kilbourne worked as an independent consulting actuary from 1964 to 2024.

Fred was a partner with Milliman & Robertson for eight years, and established the casualty actuarial practice of that consulting actuarial firm. He was a partner at Booz, Allen & Hamilton for four years, and established the actuarial division of that management consulting firm. He had his own independent actuarial practice for four years before establishing Future Cost Analysts in 1982. In 1987 he established the insurance actuarial practice at William M. Mercer, an employee benefits consulting firm, where he worked for two years. He reestablished his consulting actuarial practice in 1989, incorporating the practice as The Kilbourne Company in 1990.

Fred has directed many actuarial projects for insurance companies, state funds, national associations, government agencies, and other major clients over his fifty-five years and counting as a consulting actuary. He has provided continuous actuarial services over four decades to Vision Service Plan and the California State Employees Association. He has also worked extensively as a consultant or expert witness on major insurance cases involving loss reserves and other actuarial matters. Such work has been done for Travelers, State Farm, and the liquidators of several insurance companies.

Alongside his work as an actuary, he wrote a book, "The Untied States of America: A Thinkable Alternative to Civil War II - Updated & Revised July 2019".

He was honored with the Jarvis Farley Service Award by the AAA in 2007, with The Max Lander Award by IACA in 2012, with the Wynn Kent Public Communication Award by the CCA in 2014, and with the Lifetime Achievement Award by the CCA in 2018.
