Multiemployer Update

It is hard to believe it has been almost five years since the 2008 market decline and six years since the effective date of the Pension Protection Act of 2006. Now, and just when many multiemployer funds have hit their stride in navigating these challenges, the PPA sunset looms. As required, the Department of Labor, the Internal Revenue Service, and the Pension Benefit Guaranty Corporation recently released their joint report on the operating and funding status of multiemployer plans. Concurrently, the National Coordinating Committee for Multiemployer Plans released their comprehensive report, “Solutions Not Bailouts” which provides a basis to start discussions on evaluating PPA and addressing the needs of labor unions, participants, and employers. Finally, and not inconsequential, the Pension Benefit Guaranty Corporation also released its review of its multiemployer program while the Government Accountability Office prepared a report titled, “Timely Action Needed to Address Impending Multiemployer Plan Insolvencies."
